You do not need to have purchased a product or service to be a customer.
For example, you are a customer if you are responding to advertisements, or seeking information on a product you wish to purchase or a service you may need or wish to receive.
You may have raised your complaint with a business or organisation and they have not taken your complaint seriously.
You may have also returned to the business or organisation and they still won't listen to your complaint or deal with it in a way that satisfies you.
